JUSTEP150210,JUSTEP154001错误

有一个模块引用字典表（TBa_DictList）中的作下拉选择，报错。如果删除下拉选择对应的BizData不报错。

1、引用其它模块下的概念——打开本模块data目录中的model.config.xml文件，include其它模块的data目录
2、引用其它模块下的action——打开本模块process目录中的model.config.xml文件，use其它模块的logic/action目录
